Who Knows Best? was first published in 1995 and was very influential in the development of user involvement in alcohol and drug services. It described the struggles in Surrey, England to get user voices heard and to develop mechanisms to enshrine that voice in the planning of local services. The book is primarily published as a low cost document of record - to record an important phase in the development of the user voice. Nonetheless it contains material and approaches to user involvement which many areas will still find useful.
