The Aquatic Research City (The ARC) had been hailed as a futuristic goldmine for scientific research and a facility adept enough to discover all there is to know about the world's oceans. The Brainchild of the project, ruthless Billionaire James Maxwell-Baxter Senior, calls for drastic measures as unforeseen financial restrictions halt its construction amid the final steps of assembly. To aide funding, a special congregation of public figures including the Governor of California are invited onboard the island-sized floating city for a one off tour. During the inaugural visit an unstoppable wave of devastation is set free in the shape of a captive monster sized shark of unknown origin.
