Most observers agree on the need for intelligence reform, but questions remain over what shape the U.S. intelligence community and tradecraft in general should take moving forward. The debate takes place against a background of rapid change in the information and threat environment, as well as the emergence of cybersecurity as a central concern. And in many ways, it is driven by the tension between the historical emphasis on secrecy and the growing recognition that in a networked age, intelligence must be shared to be effective.
