John, a twenty year old boy, has a nasty habit of peeking up girl's dresses. His mother decides that he should spend some time in dresses himself to see how it feels to have others peeking at his panties. She hires a governess to help - 'Angela' is a specialist in child psychology, spanking, and petticoating. She also has a black belt in karate. John is forced into dresses and Angela thinks he should remain in them permanently, if only for her own job security. His mother also hires a twenty year old maid to assist in implementing John's (now Joan Marie) program of ‘petticoat government’ and necessary punishment. The story is told in a series of drawings by Chris of England.
