The people of the United States have under their guidance and control in the Philippines an archipelago of islands, the population of which is about souls. Of these, are Christians and are Moros or other Pagan tribes. The problem of the government of the Moros is the same as that which England has had in the government of the Straits Settlements or India. The government of Christian Filipinos is a very different problem, and one which it has fallen to the lot of the United States only to solve.
