This volume constitutes the refereed proceedings of the 9th International Workshop on Field-Programmable Logic and Applications, FPL'99, held in Glasgow, Scotland, UK, in August 1999. The 33 revised full papers and the 32 posters presented in the volume were carefully reviewed and selected from a large number of submissions.
