The Marvel and the DC Universe had merged into an Amalgam of both Universes. A man called Access alone had the key to separate them and to keep the two universes separate.
Axel Asher is Access, a man who has the ability to create inter-dimensional gateways between the DC Comics and Marvel Universes. He can use these gateways to teleport himself as well as summon others to him. He can also feel the presence of anything from one universe in the other.
