Very simple : this is crying out for a tv/film adaptation. Hornblower meets Fourth Wing head on. It is a screwy premise but you will get your head around it. There are difficulties with the various breeds but reading the Rebecca Yarros novels helps. In fact reading any novel with dragons helps.
