This volume, without pretending to be a systematic treatise, is something more than a casual collection of essays. Of the two parts of which it consists, the first is new; the second contains some essays which appeared in the 'Fortnightly Review, ' and which are now republished with the courteous consent of the Publishers and Editor. These have now been rearranged, condensed, and revised. I have so little taste for a medley of published articles, that, in spite of constant invitation, I should still hesitate to present them in a permanent form, were it not that those now offered to the public were originally written on a regular plan, to urge a particular policy. I withheld them from collection in a volume until circumstances might permit me to work them into a whole, and set forth the principles on which they were written.
